SSN with approved H1B petition

I am on H4 but I have approved H1 petition, can i apply for SSN with approved H1 petition, client letter, LCA and SOW ?? I dont have H1B stamped. Is it mandatory that i should get paid once i get SSN ?

If you were in the US, the company almost certainly requested change of status along with the petition, so the approval should come on an I-797A, with an approval for change of status, with your new I-94 as a detachable part of the page. With that I-94, you can apply for SSN.
