Please someone guide me on E2 first step

I live in south america, going in march to us to have appointments or research in this visa. What is the first step? Lawyer? broker? How to look for the adecuate bussiness?
I need to spend as lees as possible but enough to be able to get the visa. Please any advice will be high aprreciated.

Is it true that most people first buy bussines in US and after aply to the visa? Can a foregin buy a bussiness?
