Anyone know how the business investor visa process works for Canada?

I've got a distant relative who is looking to move here as a business investor in ON. I was able to find some info that said he needs192.168.1.254 to have $1M in net worth and invest min $500K for the business here and create at least one job for a Canadian, but I've got a couple of questions more.
