L1-B expired have valid i-94 status may 2015, can i get "PIO" for my child if born US

My L1-b Visa is expired, have valid i-94 status till may 2015...i completed 2 years and 10 months
stay already in USA.

1.My wife is pregnant, will i get Person of indian origin card to travel to india when i want to visit india?
2.can i sponsor my parents or in-laws for tourist visa with valid i-94
3.if i cannot get PIO card what is the alternative way to take my child to india?

Please assist with above queries..
