Second L1 B Blanket-Received 221g white form "L1 application not clearly approvable"

Today I attended my L1 B blanket visa interview and my visa didn't get approved.

I was given 221g white form notifying "your blanket L1 application not clearly approvable".

This is my second L1 B Blanket. Since my employer can not file extension for my case, went with new visa.

I worked in US with my previous L1 Blanket for 3 years and came to India for vacation.

Can I reapply L1 B Blanket or L1B individual?

With either L1B or L1 Individual you will most probably end up with another rejection. Advisable to file H1B.
