Can I apply L1 A after L1 b extension was rejected

My L1 B blanket extension got rejected 3months back and now I am in india.

My company wants me to apply for a nw visa and as H1 is not possible,

Now can I apply for a fresh L1A blanket/individual?

If you are eligible you can but scrutiny and documentation for L1A is much larger than for L1B. I hope I am proven wrong but if your L1B was rejected you might not have much luck with L1A either. H1B should be the right option.
