CPT for L2 to F1

Hi,

My husband is working on L2 Visa and he completed one semister as part time. We both applied for H1. His H1 was not picked in lottery, His EAD is till Last week of March next year. If My H1 got picked up in lottery this year, he will be on H4 from October. If we apply F1 for him and continue the study, by the time F1 visa is approved, will university give CPT? i mean, Will they give CPT for already working people?
