Travel with L1 Visa on B1 terms

A India based employee has only a L1 Visa. He does not have a B1 Visa. There is a need for him to travel to the company's US Office for short 3-4 week business visit. Can he use his L1 Visa for the travel.? Will he have to join the US entity through payroll transfer or can he travel on a L1 itself on B1 terms, i.e travel using business allowances etc. Also, payroll transfer is mandatory, does he have to resign from Indian company or just treat that portion as leave.
