L1B to L1A

Hi,
I came to US on L1B and my L1B expired and i am currently on I-94. My I-94 is valid till Oct 2014.
I am doing a manager role here. Can i apply for Change of Status(COS) from L1B to L1A even though my L1B VISA is expired ?

Please clarify.

Only if you have been in a managerial position outside of the U.S. for at least one continuous year in the three years before coming to the U.S.

I still have the doubt whether i can go for Change of Status from L1B to L1A even though my L1B VISA is expired(I-94 is valid).
