before 3 months of the expire date ! can the l2 enter to USA?

Is it mandatory for my wife l2 dependent ) to enter in to the USA before 3 month of the visa expire date or it will be fine if she will enter before her expire date only

Any Visa can be used to travel to the US up until the very last day. If this is based on a blanket L1 petition, she will also receive a 3 year I-94 or an I-94 matching your own. Although it is also possible that they will give an I-94 according to the Visa expiry date. In that case she will have to file I-539 to extend her I-94 and in order to give sufficient time for her to do that, she should travel at least a week or two before Visa expiry.
