Whether step-child having custody but with visitation clause allowed to be takenon L2

The child (A) whose custody is with mother (MA) but the vistation rights is given to father (FA), who is not visiting the child anymore for last 2 years.
Whether the step-father (S) who is in L1 allowed to take his wife (MA) and the step-child (A) on L2? (inspite of divorce decree having vistation rights for the father) .

If not, what is the procedure, so that the step-child can be taken on L2.
