GC if for future employment so Yes You can apply independent of L1 GC if you can find an employer willing to do so. But unless its under EB1 you eventually have to move to H1B later on as you are looking at 8-15 years wait time. Till that time in order to continue to stay in US you would have to move to some other visa.
