DS-160 question for L1B when H1B not selected in lottery last time

Hi,

My H1B visa applicaion was not selected in 2013 lottery process. Now my company is filing L1B Individual visa for me. My question is -

In time of filling DS-160 form for L1B processing, for the question - "Have you ever been Refused a U.S. visa,been refused admission to the united states, or withdrawn your application for admission at the POE ?" - what should be my answer? Should it be "Yes" or "No" ????

This is only applicable to Visa denials, petitions have nothing to do with the question. Petition rejection (not being selected in the lottery) is not a denial in any case.
