I have appeared for the L1B Interview , I have got the Blue letter with the point ( Your blanket L-1 is not clearly approvable under section B ( 214.2(I) (ii) (D)) 101(a) (15) (L) ticked ). he returned back my passport as well.

In Blue form he given me one Case No. what does it means.

Is that my VISA totally rejected or still there is some hope ???

It would better if you file an L1 individual petition. Or wait next year to file an H1.
