Can my employer initiate green card while I am on L2?

My wife is currently on a L2 visa, working full-time with a MNC. Her employer filed H1 this year, but could't get selected in the lottery.
Is it possible for her employer to initiate green card while she is on L2? If so, in which category she would be eligible for EB2 or EB3 (she got 8 years of IT experience)?

Yes the employer can. As for Eb2/EB3 it depends upon the job whether the job she will be working on requires EB2 or EB3.
