HELP - start an L2 VISA

Hello,

I am portuguese living in italy and working for a company based in the US with a R&D branch in italy.

I was asked to move to the US and work in the US office, I search and the VISA I have to apply for is the L, in my case as specialised knowledge L2.

I was doing the online VISA request and I had to stop because I don't know what the petion number is. I downloaded the I129 document but I am not sure who should fill it in and pay all the fees. Can anyone explain me the process and who should do each step?

Not L2. Either H1 or L1 Visa would be feasible. L2 is dependent visa of L1.
