H1B expired.. Initiate L1?

I had been in US for a total of 2 years and 7 months in H1B (with a break of 8 months in between). I came back to India 18 months back and my H1B is expired now. Am I now eligible to apply for L1B visa to travel back to USA?

You prima facie are eligible for an L1B as you have spent more than 1 Year in current organization. Now whether you have specialized skill sets or not has to be proven based on documented evidences and evaluation. L1Bs are scrutinized more and require higher specialization proofs than H1s.
