Can I apply for L1 B Blanket if L1 B Individual petition is not approved by USCIS

I would appreciate and be grateful for immediate reply for both of my points stated below.


1, Can I apply for L1 B Blanket after If L1 B Individual under (premier petition) is not approved by USCIS.
2, Can I file H1B 2014 while my L1 Individual is already in process and petition is with USCIS with RFE.

Why wasnt it applied earlier? Is your company beneficiary of L1 Blanket? L1 Individual has higher chances than L1 Blanket. So if L1 individual was rejected I wouldnt bet much on L1 Blanket.
