Can a spouse L2 EAD be filed by the employer of an L1 applicant?

Hi,
I have arrived in US on L1 while my wife is on L2. I would like to apply EAD for my spouse.

My current organization (who filed an L1 for me), is ready to file an EAD for my spouse. However, I would like to know if this is possible?

In case if it is possible, then does an employer has to submit an I-129 along with I-765 (L2 EAD) forms? This is because, the L2 applicant herself is not filing an EAD.
