Regarding NOC for L2 dependent visa

I am applying for L2 dependent visa for my spouse. My spouse is currently working in another IT organization. Do we need to get an NOC from my spouse employer ? What if the employer doesn't provide the same ?

An NOC is not required in case of private sector employee. It might be required for State/Central Govt employee.
