Can expired unused L1 A Blanket Visa be renewed?

I have got L1 A Blanket Visa which expired in July-2012. I never travelled on that visa. Can expired unused L1 A Blanket Visa be renewed? Or Will it be a fresh application?

As you are outside US, never traveled, I dont see much difference between the two whether you call it "extension" OR "renewal" or "fresh application" process is the same.

Thanks Raghvi for your opinion. It would be helpful if I can get some more insight. In my opinion renewal/extension would be easier process than New. Since I have not travelled it may be a little different. I want to how different it would be.

Bottom-line is you have to attend a new visa stamping interview as your current one has expired.

Each visa stamping interview is treated independently, irrespective you had a previous acceptance or rejection.
