Do I have to pay $500 fraud prevention and detection fee again if with same employer?

Hi

1. I worked for my US employer on L1-B blanket petition previously, I paid the $500 fraud prevention and detection fee. I still have a copy of the receipt I paid back then.
I have returned from the US 2 years ago, now I'm applying for another L1-B blanket petition visa with the same employer, do I have to pay the $500 fee again at the consulate?

2. If I present the receipt of the $500 I paid back then to the officer, is this going to affect his decision to grant me a 3 year period duration on my visa?
