Are mobile phones and bags allowed in OFC of US in chennai ?

I know bags and mobile phones are not allowed in Visa center of US embassy. But are the restrictions apply to OFC center also ? Can I take my Bag and mobile to Chennai OFC center ?

When I visited OFC i avoided taking mobile to be on the safe side, I saw mobiles were allowed in OFC , they just asked to switch it off.
