L1B: Applying for 2nd time | IMP

I had applied for US Visa under L1B category which got rejected in Jan-2013.

Now my company has asked me apply for visa under the same category with the same petitioner number.

A freind of mine had applied twice for L1B visa and 2nd time it got rejected because VO stated "You cannot apply for L1B visa for 2nd time with the same petition number".

Is this case true??

Please help.
