Moving from L2 to L1/L1A

Hi,
I am on L1A visa and will be completing 7yrs in November 2014. My wife has been working here in the US on L2 EAD. Can you please let me know if we can file a L1 or L1A for my spouse which will allow her to continue working in the US even after the 7 year term. Do we have any cooling period in this case?

Where was she working for at least 1 Year prior to her entry to US?

She was working for the same company in India before coming here to the US. She is still with the same Indian company and working for them on a L2 EAD here in the US.

Then I think it may be possible. The next thing to ascertain would be if at she is doing specialized work to justify a L1.
