Query related to clock reset

Hi,

I have a query related to clock reset.

I travelled to US in Mar 2011 on L1-B visa.
My I-94 expiry date was Nov-2013
Applied for extension in Oct 2013.
Came back to india in Jul-2014 as my 240 days were up.
Received denial notice on Aug 21 -2014.

When will my clock get reset so that when I travel next I can avail all the years?
Also, when should I start process for my next visa?

Any help here is highly appreciated.

How long have you already spent in US in last 6 Years?

Though you were out of status from Nov 2013 till Jul 2014, as you left US in July 2014, your clock reset will only happen in July 2015, one year after your exit.

If you want fresh 5 Years L1, you should initiate in July 2015.
If you want fresh 6 Years H1 you can initiate only in July 2015 (but I doubt if H1 cap will be open till then).

My HR told me that I can apply for H1 in the March and I will be able to use all of my 6 years since the visa will be active only from Oct.
Is it right?
