Can I apply for L1 (blanket) if H1 visa is pending?

Hi All,

I have recently went to consulate for H1 visa. The visa consular has asked for additional documents for further processing under 221(g) section.

Now, can I apply for L1 visa (blanket petition) by mentioning H1 rejection in the DS 156 form? or Do I need to cancel the H1B petition before going for L1 appointment? What will be the impact of H1 query on L1 visa?

Please help me in this regard.
