Completed 1 year outside US now can I apply l1A

Last year I have filed L1B to L1A conversion visa but petition got rejected with reasons - not adequate specialized knowledge on my previous L1B visas, team size is small (10 person) & project cost (2M) is low. After coming back I joined same project at offshore as manager. After 1 year, I have changed project and is planning to file L1A visa from this new project. Can I file fresh L1A again. But again team size and project cost are similar to what was in previous petition (and even lower). Also, what should be resolution for specialized knowledge?
