L1B refused and status show Admin processing

I got my L1B blanket rejected yesterday and got blue 221 G stating your case is not specialized for L1B Blanket. When I track my application on https://ceac.state.gov/CEACStatTracker/Status.aspx it says Under Admin Processing, does it mean they are still considering as it should be refused there.

CO kept one copy of 797 and I129 and return all documents including passport and gave Blue 221g and checked a statement - "Your blanket L1 is not clearly approvable under Section 8 CFR 214.2(I). You may not reapply using same petetion but may reapply as beneficiary of an approved individual petetion" HE said your case is more for Individual and apply for same. I thought its refused but status shows Admin Proessing

It will generally show that but for all practical purposed you need to consider this as a denial and plan for next steps.
