H1 transfer with Active H1 petition while in US on L1

Hi,

I am currently in US on L1 working for Employer A. I got a H1 petition from Company B, my question is whether I can transfer the H1 (Active petition only) from Employer B to Employer C and join Employer C from L1 to H1 COS and H1 transfer at a time?.
