Existing L1B Visa got cancelled when i went for extension

I got my L1B blanket visa approved back in October 2012 and i started working in United States of America since November 2012, i recently came back to India (feb 21, 2015) for my wedding. As my visa expires October this year my employer sent me for an extension along with my wife for her L2, the visa officer interviewed me and said my visa is not clearly approve able and denied my extension said i'm not qualified for L1B visa, i answered her politely that i'm holding a valid L1B until end of October 2015, she took my passport and cancelled my existing visa which is valid until October 2015. I have my car and other house holds in USA, unfortunately i'm not able to go back to the settle down existing commitments.

My Questions are:
1. Can they cancel an existing visa which is valid for no reason?
2. Can i re-appeal
3. Is there any other option to get back to US just to settle things up

Any advise would be greatly appreciated.

1. Yes they can.
2. You can refile. I dont think there is appeal if rejected at a consulate.
3. B2 is an immediate option or try L1 individual or H1 which would take time.
