Is it Legal to Stay in US with I94 Expired and H1B in process?

Iam on I94 now that is about to expire in July with Company A.I have initiated H1B filing with Company B.So Is it Legal to stay with I94 expired while H!B Visa is in process?

No its not. You need to file Extension of Stay before I-94 expiry and if extension is refused need to leave irrespective of what happens to the H1.
