Your rejection might as well as lie in the answers you provided to those questions.

Most of the decisions are made up based on the information one provides in the DS-160. If you have less experience, less salary, work for a services company doing maintenance and support, do not have a concrete company product/service on which you are a key member, than the chances are low for L1B approval.
