L1 to H1 transfer

I have a L1B (specialized skill) from my current employer which is valid until 2017. I never entered into US using this L1B ( I was in US with the previous L1B which expired in 2013 ). Currently I am in India. Can this L1B be transferred to H1B by another employer US ? Please guide

No it cannot be. L1 and H1 are not interchangeable visas.

For H1 with another employer, the employer would have to file a petition for you when the H1 cap is open. Cap is currently open , but if you havent already applied for H1 for this year, then there is high likelihood you would not get it this year.
