Inquiry for L1B petition extension

Currently , I am in India and I don't have any valid visa to travel to USA.*Last year my L1B extension was denied and I came back to India.

I wanted to know is there any possibility to extend the same L1B petition that got denied again ?

What was the reason for rejection? Unless you work on those reasons, if you go ahead with same petition more or less it would result in similar decision again.
