Hi, I moved to US last year on an L2 with my husband who is on L1. We have had arguments and differences since then. I gave up my career in India and now doing a mediocre job here. We have decided to separate next year but till then I am living with him for my kids. He refuses to let me use his car/credit card etc and has asked me to share all expenses equally. I want to know what are the responsibilities of an L1 towards an L2 as I am dependent on him for getting a license/rental house etc.

I would suggest you get an EAD and reduce the financial dependent on him, and if he abuses you physically to call the police. He could face deportation if found guilty.
You would become ineligible for L2 if you divorce him, as for child care and alimony would have to be decided by courts where you got married. So plan your future accordingly. Beyond helping you to move back to your home country I dont think there is much that can be done by family welfare folks, if you want to stay here and work you would need to try to move to your own visa. Check with an attorney if you are eligible for a U visa.
This is my opinion not legal advice.
