Gay getting married in the US, possibly apply L2 based on L1?

My name is Kyan.

My boyfriend is a Chinese citizen and is currently working in the US on a L-1 visa.

I am a Taiwanese citizen. We want to get married in the US, because gay marriage is still not legalised both in China and Taiwan yet.

2 questions:
1. Once we get married in the US, can I apply for the L-2 based on his L-1?
2. If I can, can I apply it in the US, or should I return to Taiwan?

On what visa are you going to enter US the first time, before marriage?

I will use VWP before the marriage. The VWP only allows me to stay 90 days.
