How to refresh my husband L-2 visa?

Hello,

My question is if it's possible for my husband to refresh his L-2 stamp using my valid I-94 and I-129S(expired on Oct 2016) but invalid visa(expired on Oct 2015)

Your husband can apply for his L2 Visa based on your L1 petition approval notice. It is not required that you have a valid Visa in your passport. However, it also depends upon the consular officer's discretion. I have seen cases where they denied Visa because the L1 principal did not have a valid Visa.
