L1 blanket visa refused with blue form.

L1 blanket visa refused with blue form and kept all the doc and passport with them. What is the possibility that I would get a visa. And if so how long will it take.

What was marked/written on the form? If it was refused why did they hold your passport and documents? There is no definite timelines for admin processing.
