Sponsoring Green Card for sibling

Hello,

I am currently a US citizen. My brother is in US on a L1A visa. Can I sponsor his green card? I read somewhere that by virtue of an L1A visa, he will be considered EB1 category and that there will be no wait time to get a Visa number once Visa petition is approved. Is that true or can only his company sponsor his GC since he is on L1A because of the company. Thanks.

He is eligible for EB1 only if his employer or any other employer has a EB1 requirement and they sponsor it in that case it comes under employment based category which normally takes a year or so.
On the other hand If you sponsor it he would come under the family based category which takes many years.
