Can any one tell me that what are the possible reasons of L 1B blanket Rejection with reason mentioned in form 221g as "“Your Blanket L-1 Application is not clearly approvable under section 8 CFR 214.2(I))(!!)(D) and INA 101 (a)(15)(L)”

Can any one tell me that what are the possible reasons of L 1B blanket Rejection with reason mentioned in form 221g as "“Your Blanket L-1 Application is not clearly approvable under section 8 CFR 214.2(I))(!!)(D) and INA 101 (a)(15)(L)”

Please post the Q&A session which you had with the officer to be able to give pointers as to what could possibly be the reasons that would have caused this denial.
