A manager in my company is planning to open a branche for our firm in the US, and I am unsure of the procedures regarding visa and then greencard application (the manager plans to stay permanently in the US, and is currently working in for the firm in France for more than a year).
From what I gathered from your website, he needs first to apply for L1-A visa, and then one year after that, for a greencard under EB1/E13. However, I am unclear as to the procedures for applying for a L1-A visa, in the sense that there will be no real employer when he arrives, he will be setting up, recruiting staff for, and managing the branch himself, so the employer so to speak won't exactly be US based (the company is based in France).
In this situation, what are the correct steps to undertake?
