Need Help urgent- L1 after couple of H1 denial

Hi guys,
This is my first post in this site, I am planning to apply for L1 individual visa this year.
I have received couple of H1B denial already
Both the times the reason has been "Employer employee relationship could not be established"

Does it make sense to apply L1 individual now, what are the chances of selection after two H1 denial already.
