L1 B Blanked Visa Max out period.

I had a L1 Blanket VISA and that was expired in 2013 august. Now I am planning to apply new L1 Blanket petition. My question is max out period applicable in my cases or not applicable since I am applying as new petition now?.

As you have been outside US for more than 1 Year and would be applying via a new petition, the clock should reset.
