EAD needed for self employment

Hi,

I'm currently a L1 Visa Holder. My wife (L2) wants to start a self employed business (handcrafting). Does she still need a EAD, given that the fact that she wouldn't be working for a US employer but for her own? If she needs to apply for a EAD, does anybody see a downside on working for her own?
