L1-Individual visa fee!

Hi,

My L1-B was denied in Nov'15.

I processed L1-Individual, now need to schedule visa interview.

After DS160 form, and at ustraveldoc site for interview scheduling, I realized that CGI reference number is same as old one.

Is this means I don't have to pay visa fee again?

My understanding is, I have to pay visa fee again, as L1-Individual is a different petition altogether.

Please share who have experienced, need to schedule my interview asap.

Did you pay the visa fees with same CGI number for L1B individual as done for L1B blanket?
