L1A Blanket Stamping from Ottawa, Canada

Hi,

I am currently in L1B Blanket visa, which will be completing 5 years in May 2016. My question is below:
1. Can I process fresh L1A Blanket visa (I will be handling managerial position) and have the PA in Ottawa,Canada instead of Chennai, India? Is it possible to follow this process as my company wants to have the process with less time being Canada is nearer in location than India. Kindly advise.
2. Can I enter to Ottawa, Canada on visitor visa to do the stamping process? I don't have any work/business visa for Canada.
