I am an indian. I had applied L1A Blanket Visa however it got refused and consulate suggested to file L1 individual or H1B.

My employer may not go for individual L1 as it is costly.

What if my employer get Visa for Mexico
And after couple on months of stay in Mexico my employer apply again for Blanket L1A US visa from Mexico.

Will US consulate allow this ?

The employer can do so but the same yardstick that was used to decide his L1B eligibility in India would be used in Mexico, so unless he can show strong evidence he may be rejected again.
