L2 Visa Stamping in Canada

Im currently in US and have my COS approved to L2 from L1 recently.
Can i go to Canada/Mexico for L2 visa stamping ? Or does Visa Stamping need to be done in Home Country(India) only.

Dependent visa can be stamped at non home country consulates.
