Need Help regarding L1B Individual Premium Processing

Hi All,

This forum has really helpful for me, i have one query for my L1B Individual Premium Processing Visa

Case was filled : 18th December 2015
RFE Received : 22nd December 2015

RFE replied on :15th January 2015.

Current status on Usics site is "On January 19, 2016, we received your response to our Request for Evidence for your Form I-129, Petition for a Nonimmigrant Worker, Receipt Number ".......". Our California Service Center office will begin working on your case again. We will mail you a decision or notify you if we need something from you"

2nd February2016, the 15 calendar days will get over, as this is premium processing.

1) My query is how much time usually they take to give the decision?
2) Delay in response should be considered positive or not?

Help me answering this queries.
